MADISON – An extensive court-ordered review of signatures submitted to recall Gov. Scott Walker will take longer than the planned 60 days and require the state to invest $100,000 in new software, the head of the state board charged with that process said Thursday.
Government Accountability Board Director Kevin Kennedy said it was not clear exactly how much longer the review will take under the more stringent verification process ordered by a judge last week. With a 60-day review and a primary — assuming no other delays caused by lawsuits or other action — the general election would not have taken place until late May. A longer review process could push an election into June or later. Walker, Lt. Gov. Rebecca Kleefisch and four Republican state senators are being targeted for recall by a coalition of groups including organized labor and the Democratic Party. Petition circulators are expected to submit an estimated 1.5 million signatures on the six petitions Tuesday. The verification process will start shortly after that. State law requires the board to complete the review in 31 days, but Kennedy requested more time because of the number of signatures being submitted. The civil lawsuit, filed Dec. 27 in Richmond Circuit Court, seeks $500,000 on behalf of Nyhiem Butler. A driver of another bus found the boy "crying and screaming on the bus" when it was parked at a depot with its windows and doors closed on July 6, 2010, according to the complaint. The lawsuit alleges gross negligence by the bus monitor, Irene Jenkins, and the bus driver, Alvin Matthews. It also accuses Richmond Public Schools and its transportation director, Vincent Ashley, of negligence, saying that employees were and continue to be insufficiently trained to handle children with special needs. A spokesman for the city school system had no comment on the lawsuit but said Jenkins and Matthews were no longer employed by the district. In January 2011, Jenkins received a suspended one-year jail term after being convicted of a misdemeanor count of contributing to the delinquency of a minor. Tyler Howell was attending Oceanside Montessori School in October when he swallowed the pushpin, then died, according to the Howell family. The state discovered a number of violations on the part of the school, according to the Howell family. One violation includes that their son was allowed to use the bathroom alone which is where he found the pushpin, Danny Howell said. “The other (violation) was allowing hazardous objects to be at a level where he could reach the pushpin,” said Howell family lawyer Dave Casey. “Another is they're supposed to properly store these things.
